Pyongyang in Olympics push to thaw Seoul tensions

North Korea has agreed to hold military talks with South Korea as the two nations move to reduce tensions on a peninsula that last year teetered on the edge of conflict.
The development came during the first bilateral negotiations between the Koreas in two years, during which Pyongyang agreed to send athletes and politicians to next month’s Winter Olympic Games in South Korea.
While warmly received by Seoul, where President Moon Jae-in was recently elected on a platform of detente towards the North, the thaw could complicate Washington’s efforts to impose “maximum pressure” on Pyongyang to halt its accelerating nuclear weapons programmes.
Donald Trump, US president, who has vowed to launch “fire and fury” on North Korea if it threatens the US, has toned down his rhetoric in recent days, saying that he backed the resumption of contacts “100 per cent” and would “love to see them take it beyond the Olympics”.
But the prospect of warming relations, which includes a South Korean offer to consider temporarily relieving some sanctions to allow Pyongyang’s Olympics delegation to enter its territory, could undermine hard-won US efforts to stitch together an international effort to deprive Pyongyang of both finance and friends.
It also raises the prospect that Kim Jong Un, the North Korean dictator, may be attempting to woo Seoul away from the bellicose Mr Trump. Even as it made overtures towards Seoul, Pyongyang continued to threaten the US. “North Korea’s weapons are only aimed at the United States, not our brethren, China or Russia,” said Ri Son Gwon, head of the North Korean delegation to the talks.
The meeting in Panmunjom, a village on the border between the two Koreas, followed months of tension in the region as Mr Trump squared up to Mr Kim over the reclusive regime’s development of ballistic missiles and nuclear weapons.
Hints of a new tack from Mr Kim to reach out to South Korea while sticking to a hard line with Washington were included in his new year’s address , in which he warned Mr Trump that he now had a “nuclear button” on his desk even as he signalled a path was open to
        dialogue with Seoul.
“It costs North Korea nothing financially or politically to have these talks and it’s a good strategy to divide up Washington and Seoul,” said Sue Mi Terry, a former CIA analyst and Korea director on the National Security Council under President George W Bush.
In yesterday’s talks, Seoul extended an offer for the two sides to make a joint entrance at the Pyeongchang games’ opening and closing ceremonies, although no firm agreement was reached by the end of the day.
Pyongyang, in turn, agreed to reopen a military hotline, and in a joint statement with Seoul said that “military tensions must be resolved”.
