Italy on course for clash with EU as voters boost populists parties

Italian voters put their country on a potential collision course with the EU after delivering sweeping gains for populist and Eurosceptic parties in a general election that marked the biggest political upheaval in Europe since the 2016 Brexit vote.
With Italy on course for a hung parliament, the populist Five Star Movement and anti-immigration League party are likely to take a lead role in complex talks to form the next government. The outcome of protracted negotiations is likely to see Italy clash with Brussels on everything from budget rules to immigration.
The governing centre-left Democratic party suffered a crushing defeat, forcing Matteo Renzi, leader and former prime minister, to resign, while Silvio Berlusconi’s Forza Italia lost its leadership of the centre-right coalition.
The blow to the EU comes as France and Germany try to strengthen the union through closer integration. Emmanuel Macron, the French president, and Angela Merkel, the German chancellor who on Sunday renewed her own grand coalition deal, have both fended off populist challenges in 2017. But they may now have to grapple with an uncooperative government in Rome.
“This is not just a step back. Italy will be shut out of the games,” said Nathalie Tocci, director of the Institute of International Affairs in Rome. “Finally the motor is starting up again, and Europe will take off without Italy.”
Five Star, led by 31-year-old Luigi Di Maio, was the big winner of the election and appeared on course to be Italy’s strongest single party with 32 per cent of the vote. Although it cannot form a government unless it strikes an alliance with others, it has positioned itself as a dominant force in Italian politics.
Mr Di Maio yesterday said Five Star felt “a responsibility to govern Italy” and was “open to speaking to all the political forces” in the country.
The centre-right coalition fronted during the campaign by the 81-year-old Mr Berlusconi also remained shy of an absolute majority of seats.        81
It took 37 per cent of the vote but the big surprise was the surge in support for the Northern League, now known as the League, led by rightwing nationalist Matteo Salvini. It won almost 18 per cent of the vote, becoming the main conservative party.
