Donald Trump shows signs of softening on tariffs

The Trump administration showed signs of softening its plans for sweeping new tariffs on steel and aluminium on Wednesday as White House officials raised the possibility that Canada, Mexico and other countries could be excluded.
The shift in tone came a day after the resignation of free-trader Gary Cohn as Donald Trump’s top economic adviser prompted protests by leading corporate lobbyists that protectionist measures could slow economic growth.
Press secretary Sarah Sanders told reporters that the president would sign a proclamation imposing the tariffs before the end of the week, with some reports indicating plans were afoot for a ceremony on Thursday.
But she raised the possibility that the tariffs move would include “carve outs” for countries on a case-by-case basis. Steve Mnuchin, Treasury secretary, told Fox Business earlier in the day that there would be a process for businesses to seek exemptions from the president.
“We expect that the president will sign something by the end of the week and there are potential carve outs for Mexico and Canada based on national security and possibly other countries as well,” Ms Sanders said. “That would be case by case on a country by country basis.”
Trump officials also indicated that some European countries could be excluded.
The move was a potential concession to congressional Republicans and administration officials concerned that the tariffs could harm allies like Canada, the largest foreign supplier of steel and aluminium to the US, rather than their intended target, China.
More than 100 House Republicans on Wednesday signed a letter to Mr Trump urging him to tailor his tariffs plan to target “bad actors” rather than allies across the globe.
Mr Trump’s tariffs plan, while appealing to his Rust Belt base, is not popular nationally. A Quinnipiac University poll released this week found 50 per cent of US voters were opposed and almost two-thirds disagreed with the president’s contentions that trade wars were both good and easy to win.
Mr Trump’s tariffs move came as he also is preparing a separate action on intellectual property against China that he said his administration was “acting swiftly” on.
In a tweet, Mr Trump said his administration had asked China to develop a plan to reduce the US trade deficit by $1bn this year. Last year the US had a $375bn deficit in goods with China and new trade data released on Wednesday showed the US had a $35bn deficit with China in January alone.
